“Regulation of Emerging Technologies and Artificial Intelligence in
a Globalized Legal Regime: Challenges & Opportunities”
Organized by
GD Goenka University, School of Law
3 - 4 December, 2022
CONCEPT NOTE
“Law and technology produce together, a kind of regulation of creativity we’ve not seen before.”
Lawrence Lessig, American Attorney
The legal field has reached a phase where interweaving emerging technologies with the law is not just pertinent rather it has become inevitable. Specifically post the unprecedented pandemic, the use of technology in the legal sphere has become even more relevant than before. Moreover, the 'Global society' better known as 'Globalisation' stirred with 'Technology' has brought remarkable transformations in the economy, politics, and society. This has brought better and advanced opportunities to mutate the legal arena. Emerging technologies such as Educational Technologies, Electric Vehicles (EV), Biotechnology, Artificial Intelligence (AI), Non-Fungible tokens (NFT), etc, are redefining the mode of transportation, remote learning, investment, and human health. These technologies have an irrefutable influence on the global level, both constructive and cynical. For instance, Artificial Intelligence which is used to perform arduous tasks in fractions of seconds through machine learning has also been misused by incorporating this revolutionary technology into hacking, deep-fakes, and weaponization programs. The case of electric vehicles which seek to become the supreme saviour against the sinister global warming has recently been in the news for the wrong reasons. The batteries of these vehicles are exploding irrespective of the brand. The most conventional reason is the poor quality of battery kits that are being imported from profit-minded cheap labour countries that don't care for regulations or public safety. Regularisation of such imports and the quality of the batteries used could have prevented such accidents. Similarly, in all other major emerging technologies, the probability of its misuse due to non-regulation is quite high as biotechnologies instead of cures for diseases are creating new diseases. These technologies not only affect the nation in which it is developed but the whole world making transnational legal structure for regulating such technologies an indispensable option. Previous instances such as the bluewhale game have claimed the lives of many in numerous countries even though it took birth in a particular country. To prevent such disastrous incidents from happening, a globalized legal regime must be enacted to regulate such technologies, and get access to evidence for prosecution and extradition of fugitives. “Technological progress is like an axe in the hands of a pathological criminal,” As Albert Einstein stated, it is pertinent that in the forthcoming time where algorithms will make verdicts affecting human lives, it is apropos to address how these vicissitudes will touch upon the society and to consider the role of law in employing regulations for the same.
In the above background, this International Conference deals with the themes related to the contemporary legal issues in this challenging time with a special focus on the “Regulation of Emerging Technologies and Artificial Intelligence in a Globalized Legal Regime: Challenges & Opportunities”.
The conference provides an opportunity to various stakeholders, like legal practitioners, academicians, activists, members of the civil society and policymakers to deliberate and discuss strategies to re-examine the underlying contemporary legal issues.
