Introduction to the Centre

The Centre aims to foster a robust academic ecosystem through awareness programmes, short-term certificate and diploma courses, and capacity-building initiatives focused on traditional and contemporary forms of money, including crypto assets, NFTs, and central bank digital currencies (CBDCs). With a forward-looking approach, the Centre is committed to undertaking consultancy projects and collaborative research in partnership with public institutions, financial bodies, and private stakeholders.

Through its diverse initiatives, the (Dr.) Rezwan Razack Centre aspires to become a national and global hub for thought leadership in currency studies, thereby contributing to informed policy, financial literacy, and academic excellence in the ever-evolving landscape of money and value.

Prof.Dr.Raju Chandrsekar is a professional academic, held positions of eminence like Vice Chancellor and Chancellor and functioned as the CEO. In this capacity he had worked at decision making levels in Universities that had small enrollments, medium and also mega enrollments. One University network had nearly 1.3 Million students globally.

He is also a premier International Business Development expert, who was working with various corporates, institutions, universities and government agencies in India and abroad including the UN agency International Trade Center of Geneva (UNCTAD-WTO) He has attended several global meetings in different continents of the Association of Vice Chancellors, Accreditation and regulatory experts and had made a good relevant global network.

His association with the UN that started in 1986 continues till date.He remains a well sought after expert in the regulation and accreditation work globally. He has been in over 500 such assignments. He is also an Expert associate of the Association of the African Universities.

He has been deeply involved in University administration and development of medium and also mega Universities offering expert advice in all matters that change the top line and bottom line.He also was involved with the ODL and onlining of higher education in India though being an advisor to several global Universities, Software Edu Tech companies that provide all necessary infrastructures like LMS, Master franchisees of ODL programs, study centers, content creators for all the educational courses including healthcare.

He was a Director of the largest enterprise of the Government of India that provides online School education. He had written several course materials for the degree programs of various ODL Universities. He had conducted online classes. In 2019, he had completed a six months assignment for upgrading and introducing new pedagogy, curriculum and syllabus for PG degree courses for an ODL/ online University of Mozambique. He was the key advisor to promote the online MBA programs of an Indian University in all the countries of Africa till recently. As a part of this work, he has set up a network of Educational Advisors in all the 55 countries of Africa.

His travels and work assignments have taken him to nearly 50 countries in the world and many of them in Africa starting from 1986, when he went as the Advisor to the UN in Lesotho. He has deep and direct knowledge about Africa as his target market since then. He has also done in the past several advisory/management assignments related to survival, growth and profit making for and behalf of education clients from national and international level. The projects are of many education management consulting types, some of them being joint ventures, financial arrangements, M&A, overseas fundraising, marketing, technology sourcing and other management strategies.

His PhD from the Pondicherry Central (Government) University is in devising a strategy for market entry in foreign markets. He is an Alumnus from the Indian Institute of Foreign Trade.He has shown remarkable commitment to his customers and help them to reach the agreed level of performance in a competitive global playground.

Assistant Professor

Dr. Teena is law graduate from Maharashi Dayanand University, Haryana. She did her LL.M. from Bhagat Phool Singh University, Sonepat with specialization in Corporate Laws. She qualified National Eligibility Test conducted by UGC in Dec 2014. She completed her Ph. D in 2019 from Amity University Gurugram.

She has natural flair for teaching and research. During her teaching, she won many accolades including, Chancellor’s Award for Excellence in Innovative Teaching Pedagogy in K R Mangalam University. Her research paper was awarded with best research paper at one day National Conference on Social-Legal Impact of Environment Jurisprudence in the 21st Century, dated 21st October 2021. So far she has published 11 research papers and chapters in various journal and books and has also presented 15 research papers in National and International Conferences. Her areas of interest are Environmental Laws, IPR, Family Law and Criminal Laws.

Recent Development in the Area of Digital Currency

Country Date Details
Jamaica Jan. 3, 2021 The Bank of Jamaica (central bank of Jamaica) has announced the completion of its CBDC pilot testing, with mostly successful results. The digital currency is expected to be nationally rolled out in the first quarter of 2022. The government of Jamaica decided to launch the CBDC after a testing of eight months which was started in May, 2021.
Thailand Dec. 25, 2021 Bank of Thailand postpones the launch of its CBDC to late 2022. The bank has not cited any reason for the delay.
Kazakhstan Kazakhstan recently finished the piolet on CBDC has plans to launch the CBDC at the end of 2022.
France, Switzerland Dec. 14, 2021 France and Switzerland completed a test for the use of a wholesale CBDC for the cross-border transfers. It was popularly called as project Jura which was launched in June, 2021, along with the participation of the BIS (Bank of International Settlement) . The project was launched to check the effectiveness of ledger technology which facilitates the settlement. The banks explored the direct transfer of euro and Swiss franc wholesale CBDCs between Swiss and French commercial banks on a single distributed ledger technology platform operated by a third party, the BIS revealed in its press release.
Brazil Nov. 23, 2021 The Central Bank of Brazil has a plan to launch the pilot for CBDC in 2022 and the final version of CBDC in 2024. On Dec. 8, 2021, the Brazil’s Chamber of Deputies (the lower house of the National Congress) approved Bill of Law 2303/15 (Projeto de Lei 2303/15) to regulate the virtual assets in Brazil. The bill defines the virtual assets “the digital representation of values that can be negotiated or transferred through electronic means.” (Projeto de Lei 2303/15, art. 3.). The bill excludes the digital representations of money or currency which are already regulated by law. The bill extensively provides for the regulation, supervision and punishment in case of breach.
India RBI (Reserve Bank of India) has a plan to launch the CBDC and to test it comprehensively to minimize its impact on the monetary policy and maximize the benefits like liquidity, scalability, acceptance, ease of transactions with anonymity and faster settlement and enhance the efficiency of the cross-border payments.

Webinar on Future of Currency

On 30th May, 2022 a webinar was organized on the topic – Demystifying Cryptocurrency. The School of Law (SOL) has organized the Special Talks on "Future of Currency" in collaboration with Rezwan Razack’s Centre of Numismatic Studies and Research, GDGU. The guest of the webinar were Anuj Chaudhary and Raju Chandrasekar who delivered special lectures. After the log-in of participants and faculties, an introduction of our special guest was given by session moderator and the head of the RRC Committee Dr. Ajit Kaushal. Dr. Azim B. Pathan Head, School of Law warmly welcomed our guest. Words of wisdom was delivered by Dr. Tabrez Ahmad, Vice chancellor, Dean, SOL. The lecture focused upon the whole concept of blockchain as well as other crucial aspects of Cryptocurrency. The event concluded on a vote of thanks and a promise to be conducting events in the coming times.

The lecture focused upon the surge of interest in cryptocurrencies such as Bitcoin, decentralisation of cryptocurrency, crypto as an investment so on and so forth. National Workshop on "Artificial Intelligence (AI) and Crypto Assets

On 14th September, 2022 a National Workshop titled "Artificial Intelligence (AI) and Crypto Assets "was organized by the Rezwan Razack’s Centre of Numismatic Studies and Research, GD Goenka University. During this informative session, the resource persons of the workshop, Prof. (Dr.) Ramesh Kumar Agrawal, School of Computer & Systems Sciences, Jawaharlal Nehru University and Ms. Meghna Bal, Fellow, Esya Centre (Technology-Policy focused think tank) provided an elaborated account on the topic. The event moved on under the able moderation by Dr. Prerna Sharma, who opened the session with the general introduction of the session.

The welcome note was delivered by Prof. (Dr) Tabrez Ahmad, honorable Dean, School of Law and Vice Chancellor, GD Goenka University. He beautifully linked the artificial intelligence & crypto assets with intellectual property rights while delivering his words of wisdom. The workshop focused upon the role of artificial intelligence in our life, surge of the usages in cryptocurrencies such as Bitcoin and legal as well as technological challenges attached to it, decentralization of cryptocurrency, cryptocurrency as an investment assets etc. The event concluded on a vote of thanks by the Head of the Centre, Dr. Ajit Kaushal, and with a promise to be conducting similar events on these complex issues even in the coming times. The faculty co-ordinators were Dr. Prerna Sharma (Incharge, outreach of the Centre) and Dr. Yogesh Kumar along with the team members, Dr. Shivani, Dr. Sudesh and Dr. Shahin, who made valuable contributions in making the event successful.
